Does the utterance of "You are divorced" to a wife who does not speak Arabic, made in a state of anger, constitute a divorce, considering the subsequent regret and obsessive doubts about the intensity of the anger, and is it necessary to divorce her again?

If you pronounced divorce explicitly and were aware of what you were saying, then the divorce has occurred, even if you were in a state of extreme anger. This is the opinion of the majority of scholars. However, since you acted upon the saying of some scholars who do not validate the divorce of one in extreme anger, there is no blame upon you.

Assuming this pronouncement of divorce occurred and it was not completing the three (i.e., the third divorce), then your conjugal relations with your wife before the expiration of her waiting period (iddah) are considered a revocation (raj'ah), and she returns to your marital bond.

If your wife expresses her desire to embrace Islam, you must assist her in that, and you can seek help from female دعاة (Islamic callers) or Islamic centers.
