Is it permissible to place the Holy Quran on a table lower than the waist?

It is not forbidden to place the Mushaf (copy of the Qur'an) on a clean table, regardless of its height. What is forbidden is to use it as a pillow, lean on it, or throw it on the ground without placing it properly or for a need, because that is a degradation of it. It is disliked to stretch one's legs towards it, turn one's back to it, or step over it. It is permissible to perfume it and place it on a chair.
