Is it permissible to convert a mosque whose qibla is incorrect into a rest room or a majlis after building another mosque?

The fundamental principle regarding an endowment (waqf) is that it should not be disposed of if its benefits are not nullified. However, if a mosque needs expansion and this is not possible, its land and building can be appraised, and their value spent on building a new mosque or renovating another. The old mosque can then be converted into a room or a resting place after consulting the responsible authorities.

If the mosque does not require expansion, it is not permissible to sell it or alter its endowment, though its Qibla (direction of prayer) may be adjusted.

The Permanent Committee has issued a fatwa permitting the sale of the current mosque's land and ruins, and the use of the proceeds to purchase new land and build a mosque, school, and facilities, if the current mosque is too small and cannot be expanded, provided that trustworthy individuals undertake this.

The Committee has also issued a fatwa permitting the construction of a new mosque next to an old one, the appraisal of the old mosque, and the expenditure of its value on renovating another mosque in a needy country, or converting the old mosque into a school for teaching Islamic sciences.
