Is it permissible to give out a quarter of a saa' of rice as an expiation for an oath (kaffarat yameen) due to the inability to give out half a saa', and would distributing the four bags to four families instead of four individuals render the expiation incomplete and necessitate re-issuing it?

It is sufficient for the expiation (kaffarah) to give a quarter of a saa’ of food to each needy person. If the head of a needy household is given ownership of a quarter of a saa’ for himself alone, it is sufficient. However, giving it to all members of the family is not sufficient, as each one of them must be given a quarter of a saa’ if they are all needy.
