What is the ruling on one who constantly passes wind after ablution when putting on clothes, and the ruling on one who said, "When I get married, I will divorce"?

If a person suffers from flatus such that it always exits from him after ablution and he cannot control it, then the ruling for someone with a constant discharge applies to him. He should perform ablution after the time for prayer begins and then pray. What exits from him will not harm his prayer, and there is no consideration for an interruption [in the discharge], due to the hardship and difficulty involved in taking it into account.
