Is it permissible for the marriage officiant to عقد نكاح (solemnize the marriage of) a person who does not pray, and is the marriage contract void in this case?

If you know that one of the spouses does not pray, do not perform the marriage contract for them with the other; because abandoning prayer is disbelief (kufr), based on the Prophet's (peace be upon him) saying: "Between a man and polytheism and disbelief is the abandonment of prayer," and his saying: "The covenant between us and them is prayer; whoever abandons it has disbelieved."
