It is forbidden for a pilgrim in the state of ihram to wear sandals or boots, because they are similar to khuff (leather socks), shaped to the foot, even if they are below the ankles. Ibn Uthaymeen said: "The correct view is that it is forbidden for a pilgrim in ihram to wear them, even if they are below the ankles." However, if a pilgrim in ihram is compelled to wear them due to illness, there is no sin upon him and no fidyah (expiatory offering).
