Is it permissible to wear sandals or mules that show the toes and most of the top of the foot and wrap around the back of the foot, with the wrapped part placed under the heels, during 'Umrah or Hajj?

Scholars differed concerning the permissibility for a pilgrim to wear a khuff (a leather slipper that covers the ankles) cut below the two anklebones. The majority prohibited it except when sandals are unavailable. The Hanafis and some Shafi'is permitted it, because that which is cut below the two anklebones is not considered a khuff. Sheikh al-Islam Ibn Taymiyyah held the view that everything worn below the two anklebones, such as the mudas and the jumjum, is akin to sandals, and it is permissible for the muhrim (one in a state of ihram) to wear them without incurring a fidyah (expiatory offering). However, the more cautious and blameless approach is to restrict oneself to wearing sandals, the permissibility of which is agreed upon, thus avoiding disagreement.
