What is due from someone who had intercourse with his wife before she cut her hair during 'Umrah twice and did not offer expiation for either?

If a man has intercourse with his wife before completing the 'Umrah (minor pilgrimage), the couple must slaughter a sheep in the Sacred Precinct (Haram) and distribute its meat to the poor within the Haram. If the husband forced his wife, the responsibility for the sheep falls upon him. If the wife willingly consented, the responsibility for the blood (sacrifice) is hers. In this scenario, two sacrifices are required (a minimum of two sheep), to be slaughtered in the Haram and distributed to its poor. It is permissible to appoint someone to perform this on behalf of the obligated party, even if through a phone call.
