If local laws and custom permit the sale or leasing of a license that requires money and effort to obtain, then there is no objection to it, as it is considered a recognized financial right. It is permissible to lease it unless it is suspected that it will be used for something forbidden, based on the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression."
