The Holy Quran did not mention the phrase "It is for you to explain it," but rather "Indeed, upon Us is its collection and its recitation. So when We have recited it, then follow its recitation. Then indeed, upon Us is its explanation." (Quran 75:17-19). The difference between conveying (balagh) and explaining (bayan) is that conveying means delivering the message.
