What is the difference between al-bayan (clear exposition) and al-balagh (delivery of the message), and is there a distinction between them, considering that the Qur'an states: "Upon you is the clear exposition" and "Upon you is the delivery of the message"?

The Holy Quran did not mention the phrase "It is for you to explain it," but rather "Indeed, upon Us is its collection and its recitation. So when We have recited it, then follow its recitation. Then indeed, upon Us is its explanation." (Quran 75:17-19). The difference between conveying (balagh) and explaining (bayan) is that conveying means delivering the message.
