Allah Almighty has inscribed everything in the heavens and the earth in the Preserved Tablet (Al-Lawh Al-Mahfuz), and this cannot change. However, what is written in the scrolls of the angels can change. The phrase "the pens have been lifted and the scrolls have dried" means that the decrees have been written and finalized, and it is a metaphor for the precedence of divine decree and destiny. Belief in divine decree and destiny instills tranquility and peace of mind in the believer, for what was destined to befall him could not have missed him, and what was destined to miss him could not have befallen him.
