Is there an Islamic interpretation for the phenomenon of "seen before" or "heard before," where a person feels that they have lived through or seen a situation previously?

Much has been said about this phenomenon, and most explanations are conjectures. Some attempt to explain it scientifically, but we are not aware of any trustworthy scholars who have addressed it with a شرعي (Shar'i) — or Islamic legal — proof. Knowing about it is considered a matter of superfluous knowledge upon which no action is built, and one should not occupy oneself with what does not lead to beneficial action.
