Is an animal whose horn-places have been cauterized when it was young, so that no horns grew for it, acceptable as a sacrifice (Udhiyah)?

The sacrifice is valid with a hornless sheep, whether the absence of horns is congenital or due to any other reason, although horned animals are preferable.
