Who are the scholars, both ancient and contemporary, who issued a fatwa that whoever masturbates before completing the 'Umrah and exiting the state of ihram is obligated to offer a fidyah (expiatory sacrifice) for harm?

Masturbation before exiting the state of ihram for Umrah, and before the first exiting the state of ihram for Hajj, does not invalidate the ritual according to the majority of scholars. However, it necessitates a sacrificial offering (dam), because it is akin to foreplay (mubasharah) that does not involve penetration. This is except for the Malikis, who consider Hajj invalidated by it, and obligate its repetition (qada') and a sacrificial animal (hady), even if it was done out of forgetfulness. As for masturbation through looking and thinking, it invalidates Hajj according to the Malikis if it leads to the expulsion of semen through sustained looking or thinking, and a sacrificial animal (hady) becomes obligatory. Meanwhile, it does not invalidate Hajj according to the Hanafis, Shafiis, and Hanbalis. There is no compensatory offering (fidya) for it according to the Hanafis and Shafiis, but a compensatory offering (fidya) is obligatory according to the Hanbalis for looking and thinking.
