What is the ruling on one who masturbates after throwing the pebbles, shaving their hair, and exiting the state of ihram, but before performing the circumambulation of Ifadah, and what are the consequences of their action?

Masturbation after the first tahallul (partial desacralization) and before Tawaf al-Ifadah (circumambulation of return) takes the ruling of mubasharah (intimate physical contact short of intercourse). If mubasharah is considered permissible after the first tahallul, then there is no fidyah (expiatory offering) for it, even if it is a sin. However, if it is considered forbidden except after the second tahallul, then fidyah is required. The difference of opinion regarding the permissibility of mubasharah after the first tahallul is well-known among the Shafi'is. The view that fidyah is obligatory is more cautious, even though the opinion that mubasharah is permissible after the first tahallul is strong in terms of evidence.
