Is it permissible to wipe over the pressure bandage that covers the arm from the palm to the shoulder for Wudu', given the difficulty of removing it?

The compression bandage takes the ruling of a splint, and it is permissible to wipe over it during ablution (wudu') or ritual bath (ghusl). It is better to remove it and wash what is beneath it if no harm results, to avoid the difference of opinion among scholars. However, if there is a fear of harm from removing it, then its removal is not obligatory. The considered fear is that which was previously mentioned regarding an illness that permits tayammum.
