I am asking about: 1- Is it possible for my mother to perform Umrah the day after her arrival in Jeddah without Ihram or is it mandatory to stay for three days? 2- Due to the laws, my mother will enter Mecca in the middle of Dhu al-Qa'dah and I will remain in Jeddah. Is it permissible for me to enter Mecca near Hajj without Ihram and what is the compensation for that? 3- How does my mother enter into Ihram while she is inside Mecca?"

"Praise be to Allah, and thereafter:

Whoever intends to perform Umrah upon arriving in Jeddah must assume ihram from the miqat and it is not permissible to delay it until reaching Jeddah. Jeddah is a miqat for its residents and for those who come to it without the intention of Umrah and then decide to perform it. It is permissible for the muhrim to stay in Jeddah for one day or more before going to Mecca. Upon arriving for Hajj, one must assume ihram from Jeddah if residing there, and it is not permissible to wear sewn clothes after assuming ihram even if it is to avoid the authorities; if done, a penalty is required. It is essential to ensure the performance of rituals in a lawful manner without violating the regulations organizing them."
