Those of value: These must always be announced, and it is not permissible to claim ownership of them, due to the Prophet's (peace and blessings be upon him) saying: "And its lost item is not permissible except for one who announces it."

As for lost items in Medina: The majority of scholars hold that they are like lost items in other cities; they are announced for a year, and then it becomes permissible to claim ownership.

When a valuable lost item is found in the Two Holy Sanctuaries (Mecca and Medina): It must be handed over to the relevant authorities responsible for lost and found items, so that they may undertake its announcement.
