What is the ruling on lip augmentation using laser, without injections or bleeding?

It appears that the process of laser lip lightening falls under the ruling of cosmetic surgeries. If the change in color is due to a disease or an emergency, then there is no objection to using laser to restore the natural color. However, if the lips' color is normal, it is not permissible to use laser merely to improve or change the color for the sake of enhancing beauty.
