Why does one who misses the Friday Prayer in congregation not pray two rak'ahs with the intention of Friday, given that the obligation of Friday Prayer supersedes the obligation of Dhuhr Prayer on Friday?

Whoever misses the Friday prayer should pray Dhuhr as four rak'ahs, and praying Jumu'ah as two rak'ahs will not suffice him, because congregational prayer is a condition for Jumu'ah by scholarly consensus. This has been stated by scholars such as Ibn Qudamah, Ibn Abd al-Barr, al-Nawawi, and al-Zayla'i. Thus, Jumu'ah cannot be made up with its conditions, and whoever misses it should pray Dhuhr in its place.
