Is it permissible to marry off a virgin if she refuses and dislikes the marriage, taking into consideration the noble Hadith: "The non-virgin woman may not be married until she is consulted, and the virgin until her permission is sought. It was said, 'O Messenger of Allah, how is her permission [expressed]?' He said: 'That she remains silent'"?

It is permissible for a father to compel his virgin, underage daughter to marry, and this is a consensus among scholars. As for the virgin who has reached puberty or the previously married woman (thayyib), it is not permissible to compel her to marry. This is supported by the saying of the Prophet, peace and blessings be upon him: "The previously married woman (ayyimm) should not be married until she is consulted, and the virgin should not be married until her permission is sought." They said, "O Messenger of Allah, how is her permission given?" He replied, "By her silence." This hadith specifically applies to the virgin who has reached puberty, because a minor does not comprehend the meaning of permission.
