What is the ruling on wearing a loose, modest abaya with a modest hijab without a niqab in a non-Muslim country like the United States of America, for fear of harassment? And does this fall under the saying of the Prophet (peace be upon him): "My Ummah has been forgiven for mistakes, forgetfulness, and what they are coerced into," and the saying of Allah (the Most High): "Allah does not burden a soul beyond its scope," and the saying of Allah (the Most High): "And do not throw yourselves with your own hands into destruction"? And will Allah punish for uncovering the face in this case when under coercion?

Scholars have differed regarding a woman covering her face, and the preponderant opinion according to us is that she is obligated to cover it. Uncovering the face is a sin that necessitates culpability, but this does not necessarily mean punishment; for Allah may forgive the one who turns away. Laughter and ridicule are not considered duress that permits uncovering the face. However, if considerable harm to a woman's body or livelihood is feared and she finds no way to avert it except by uncovering her face, then there is no blame upon her for uncovering it. In this situation, she must emigrate to a safe country.
