Is a husband considered a Dayyuth merely because his wife is immodestly dressed, even if he advises her to wear the hijab, is patient with her, and refuses to divorce her for specific reasons? And what is the ruling on اطلاق the term "Dayyuth" upon him?

Effeminacy (Dayoutha) is a despicable characteristic, and a severe warning has been issued concerning the one who possesses it. A Dayouth is he who sees indecency among his family and approves of it. However, it is not permissible to describe a married man whose wife adorns herself excessively (mutabarrijah) as a Dayouth, especially if he disapproves of it and forbids it. Nevertheless, it is not permissible for him to let her go out adorned in a way that tempts men, as he is responsible for that. Silence concerning this evil (munkar) and negligence in addressing it raises concern that the person might have a degree of effeminacy.

Shaykh Ibn Baz was asked about the Dayouth and he replied that it is commonly known that a Dayouth is one who approves of indecency among his family. However, approving their engagement in sins that lead to fornication is a type of effeminacy and a means to it. Shaykh Ibn ‘Uthaymeen was asked whether the owner of a satellite dish is a Dayouth, and he replied, "No, he is not a Dayouth, because indecency (fahishah) is fornication."

In conclusion, a Dayouth is he who approves of fornication among his family. As for approving other reprehensible acts, it is a means to effeminacy, but it is not considered effeminacy in itself.
