What is the ruling on women going out, and what should we do to counter acts of harassment against girls in the streets, noting that harassment affects the immodestly dressed, the veiled, and the niqab-wearing women alike?

To address the corruption of societies, one must denounce disobedience (to God), strengthen faith, reform hearts, enhance connection with God, and frequently remind people of the Hereafter and what it contains. Young people should be encouraged to fast and marry early, and they should be engaged in dialogue with wisdom and good admonition to convince them to abstain from indecencies. As for the authorities, they must forcibly prevent aggressors and punish them. The خرج (going out) of women is permissible with legitimate Islamic controls, and with the husband's permission if she is married.
