Is bleaching eyebrows with the Spectra device, which causes hair to fall out after a short period, considered namṣ?

There is no objection to bleaching eyebrows to dye them blonde, but one must avoid anything that leads to the falling out of eyebrow hair. Removing eyebrow hair or thinning it by plucking or other means is not permissible, because it is namṣ (plucking), and its doer is cursed. It is also considered altering Allah's creation, and there is no obedience to a creature in disobeying the Creator.
