If two individuals are equally qualified with the characteristics required for an Imam, and one of them lengthens his garment below the ankles (musbil) while the other does not, the one who does not lengthen his garment should be preferred. And if the musbil is more qualified in other aspects, the one who does not lengthen his garment should still be preferred; this is because the musbil is disobedient (to Allah) by lengthening his garment, even if it is not out of arrogance. And it is not appropriate for someone who commits a sin to lead the prayer if there is another person suitable for imamate who does not commit such a sin.
