It is permissible to give zakat to siblings if they are among the eligible recipients of zakat. The fatwa we adhere to permits giving zakat to someone from whom you would inherit, provided their maintenance is obligatory upon you. Zakat must be disbursed immediately upon the completion of one lunar year on wealth that has reached the nisab, and it is not permissible to delay it thereafter. As for usurious gains, one must repent from them and dispose of them by giving charity to the poor and needy or by spending them on the welfare of Muslims, and the money should be withdrawn from the usurious bank. It is not obligatory to inform the father about the money earned by the son.
