Is it permissible to give zakat to minor siblings who own money in the Hasabi Council that they cannot dispose of?

It is permissible to disburse Zakat funds to brothers and sisters if they are among the eight categories of recipients entitled to Zakat, as mentioned in the noble verse: "Indeed, ˹prescribed˺ charities are only for the poor and the needy, and those employed to collect them, and for bringing hearts together ˹for Islam˺, and for freeing captives ˹or slaves˺, and for those in debt, and for the cause of Allah, and for ˹stranded˺ travellers. ˹This is˺ an obligation from Allah. And Allah is All-Knowing, All-Wise" (At-Tawbah: 60). However, if they possess sufficient funds but these are not given to them upon request by the Guardianship Council, then it is not permissible to disburse Zakat to them. Those in charge of the Council must fear Allah concerning the funds of minors and give them what they need. There is no harm in lending them money until they receive their due.
