Is the dowry considered incomplete and is the husband forbidden from enjoying his wife, while avoiding full intercourse, if the father is displeased with the agreed-upon dowry, which included the husband memorizing a portion of the Qur’an and a symbolic dowry, and the father refused to demand additional money for equipping the wife, knowing that the husband bought her gold and provided money for her equipping before the marriage contract? What are the regulations for the husband enjoying his wife in this case?

The ruling on thering the husband gives his wife varies depending on the circumstances. Memorizing the Qur'an is not a mahr (dowry), whether the husband intends to memorize a portion of it himself or to protect his wife. As for a symbolic mahr, if custom dictates that it constitutes the entire mahr, then it is considered as such. If it is a part of the mahr and the mature and رشيدة (of sound judgment) woman agrees to it, then it is permissible, because the mahr is her exclusive right, and she may waive all or part of it. This is a commendable and blessed act. If the shar'i (Islamic legal) marriage contract is concluded, the wife becomes permissible to her husband, and the approval or disapproval of her family is of no consequence. The wife may refuse to surrender herself until her mahr is paid to her.
