Is it true that whoever wears a new garment on Friday will be exempt from being questioned about it on the Day of Resurrection?

There is no validity to the claim that a person will not be held accountable for their clothes on the Day of Resurrection. This statement has no basis in Islamic law; rather, it contradicts what is known: that a person will indeed be questioned and held accountable for their clothes.

One will be asked about the source of their clothes, whether it was from a lawful or unlawful earning, and about their type, whether it was permissible or forbidden (like silk for men), and about their intention in wearing them (whether it was for covering the 'awrah and adornment, or for boasting).

The Sunnah encourages men to be clean, to use perfume, and to wear their best clothes on Fridays. As narrated by Abu Dawud from Abu Sa'id al-Khudri and Abu Hurairah, the Prophet (peace be upon him) said: "Whoever takes a bath on Friday, wears his best clothes, and applies perfume if he has any..." (Hadith).

The Prophet (peace be upon him) affirmed the permissibility of wearing good clothes on Fridays, but clarified that silk is forbidden for men. Al-Nawawi said: "The hadith indicates the desirability of wearing one's finest clothes on Friday, on Eid, and when meeting delegations, and the like."
