Is it permissible to open an internet cafe or a barbershop (for men and women together) in a European country?

There is no objection to opening a barbershop for men, provided certain conditions are met: that the work is restricted to shaving what is permissible to shave, that the shave does not imitate disbelievers or women, and that it does not involve qaza‘ (shaving part of the head and leaving part). As for a man cutting women's hair, it is not permissible because it involves looking at awrat (parts of the body that must be covered), touching a woman's body, and being in seclusion with her. However, it is permissible for a woman to cut their hair, provided she adheres to the Islamic guidelines.
