What is the ruling on working as a barber for men and women in the Netherlands, given that the customers are Dutch men and women?

It is not permissible for a man to cut or style the hair of non-mahram women, even if they are disbelievers. Nor is it permissible to learn to do so, because learning is a means to it, and means share the ruling of their ends.
