What are the educational and legitimate dimensions extracted from the Hadith: "He who is not concerned with the affairs of Muslims is not of them"?

The hadith "Whoever is not concerned with the affairs of the Muslims is not one of them" is very weak and cannot be used as a basis for rulings. However, there are proofs that indicate its meaning, such as the Almighty's saying: (And the believing men and believing women are allies of one another) [At-Tawbah: 71], and the saying of the Prophet, peace and blessings be upon him: "The believer to another believer is like a structure, parts of which support one another," and "The likeness of the believers in their mutual love, mercy, and compassion is that of a body; if one part of it suffers, the rest of the body responds to it with sleeplessness and fever," and "The blood of believers is equal, and they are one hand against others." These proofs indicate the necessity for a Muslim to be concerned with his brothers as one body. A Muslim does not truly believe until he loves for his brother what he loves for himself of good, and he must be concerned with their news, help their weak, support their oppressed, and supplicate for them.
