What is the Islamic legal ruling on dealing with one who procrastinates in paying wages for work?

The employer who refrains from paying the employee's wage despite being able to do so is sinful and an usurper. He falls under the severe warning mentioned in the Qudsi Hadith: "There are three whose opponent I will be on the Day of Judgment… And a man who hired an employee, benefited fully from him, but did not give him his wages." The employee can claim his right by resorting to someone who will give him justice or by exercising the right of obtaining one's due (mas'alat al-zafar).
