The sacrifice (Udhiyah) is not public property or an exclusive right of the poor. Rather, it is an act of worship, circumscribed by a specific time, legislated by Allah Almighty to commemorate the memory of Abraham (peace be upon him) and to provide ample sustenance for people on the day of Eid. Therefore, it is not permissible for one entrusted with performing it to dispose of it except at its appointed time and according to its known specifications. Nor is it permissible to spend its value on other charitable projects, because acts of worship are prescriptive, and there is no room for personal interpretation concerning them.
