Is it possible to apply for a job in another governorate by changing the place of residence, even though the applicant is not a resident of that governorate?

Changing one's place of residence with the intention of defrauding job requirements, if not genuine, is a lie that is impermissible unless there is a necessity or an urgent need. It is not permissible to circumvent employment conditions set by those in authority if they are based on public interest, because the actions of the Imam (ruler) concerning the subjects are tied to public interest. Prioritizing the people of each province for jobs within that province achieves justice and public welfare.
