The answer

If the make-up fasting for Ramadan is delayed until the following Ramadan without a legitimate Shari excuse, then expiation (kaffarah) is obligatory along with making up the fast for each day. This expiation is a mudd (approximately 750 grams of rice or similar staple) of the staple food of the land, given to the poor and needy. The expiation does not increase with multiple years of delay. However, if the delay was due to an excuse, such as pregnancy or illness, then only making up the fast is obligatory.
