What is the ruling on using sex toys for someone who is addicted to masturbation, has extensive knowledge of religion, lives as a refugee in Europe, believes that marriage is difficult to achieve given his circumstances, and fears falling into zina (unlawful sexual intercourse)?

We recommend frequent supplication (du'a), as Allah has commanded it and promised to respond. It is not permissible to use sex toys, and masturbation is forbidden and has its harms, unless there is a genuine necessity for it, such as the fear of falling into adultery, and necessity is estimated by its measure. The earth is vast, so if marriage is not possible in your country, then look elsewhere, while paying attention to the regulations for residing in non-Muslim countries.
