What should a physician seconded to work in Hajj, who is unable to perform Umrah upon entering Mecca or wear the ihram garments, do if he has two days left after the completion of his work to perform Umrah before returning to his city?

If you are not certain about performing Umrah when passing the Miqat, you are not required to enter into ihram from there. Rather, you enter into ihram when you firmly decide to perform Umrah from al-Hill (outside the boundaries of the Haram). However, if you are certain about performing Umrah, then it is obligatory to enter into ihram from the Miqat.

Therefore, whoever passes the Miqat intending Hajj or Umrah without entering into ihram must return to it to enter into ihram from there. If they do not do so and enter into ihram from their current location, they must sacrifice a sheep, which is to be distributed among the poor of the Haram.

As for someone who passes the Miqat for work purposes and does not intend to perform any ritual, they enter into ihram from their current location if they decide to perform a ritual after passing the Miqat.
