What is the difference between a cosmic decree and a legislative ruling, and is it permissible to cite divine preordainment as an excuse for a bad deed in which I had a hand?

The cosmic decree is what God has ordained, and it does not necessitate His love; for He may decree the occurrence of something He dislikes, due to a wisdom. As for the legislative ruling, it is what God has commanded His servants to apply, and it does not necessitate its occurrence. It is permissible to ask God for steadfastness in religion.
