Is the prayer of one who cannot bow and prays sitting on a chair, attempting to prostrate, and suffering from continuous urinary incontinence, permissible?

Allah has lifted the burden from the sick. If a person is unable to prostrate on the ground, they should gesture with their head as much as they are able, and they are not required to lift a pillow to prostrate upon. If they are able to stand, it is obligatory for them to do so. If they are unable to bow (ruku'), they should gesture while standing, then sit and gesture for prostration (sujud).

As for purification, whoever is afflicted with urinary incontinence (sals al-bawl) should perform ablution (wudu') for each prayer after its time has begun, and pray the obligatory (fard) and supererogatory (nawafil) prayers with that ablution. They should also protect themselves with a cloth to prevent the spread of impurity. The Malikis view such impurity as excusable and not requiring removal, and they do not require the person with incontinence to perform ablution for every prayer.
