What is the ruling on one who says: "Let us recite the Qur'an instead of talking"?

There is no doubt that reading the Quran is one of the most noble and greatest acts of worship, and it is the best form of remembrance (dhikr). The Prophet (peace and blessings be upon him) encouraged people to gather for the remembrance of Allah, promising them immense reward. Gathering to read and ponder the Quran is a good deed, whether in the mosque or at home, for the greatest purpose of reciting the Quran is to ponder and understand it.
