What is the ruling on balancing the obligation of working for the religion, which may cause a person to miss Fajr prayer in congregation, and the obligation of performing prayer in congregation?

Maintaining the prescribed prayers on time and in congregation is among the most emphasized obligations, and it is not permissible to neglect them due to staying up late or for any other reason, even if it is for an act of worship. This is based on Allah's saying: "Indeed, prayer has been decreed upon the believers a time-bound ordinance," and the Hadith: "My servant does not draw near to Me with anything more beloved to Me than what I have obligated upon him." Working for the religion is an obligation, but it is not restricted to late night hours, and it must not lead to neglecting the duty of congregational prayer, for prayer is an individual obligation (fardh 'ayn) that takes precedence over a collective obligation (fardh kifayah). The Prophet, peace and blessings be upon him, and his companions combined working for the religion with maintaining congregational prayers.
