Did Imam Abu Hanifa permit the theft of a Mus'haf?

Imam Abu Hanifa did not permit the theft of a Mushaf. Rather, he ruled that the hand should not be amputated for this theft due to the presence of a doubt (shubha). Perhaps the thief rationalized that people do not begrudge Mushafs, or he took it to read from it and then return it. Furthermore, the Quran written in Mushafs is not considered a fungible commodity (mal mutaqawwim); rather, the paper, leather, and writing are secondary matters. Thus, if an object for which amputation is obligatory is combined with one for which it is not, amputation is not carried out due to the presence of doubt. This is one of the two views in the Maliki madhhab.
