Is it permissible to combine prayers due to light rain, fog, or cold, acting upon the hadith: "Indeed, Allah loves for His concessions to be availed of just as He loves for His obligations to be fulfilled"?

It is permissible to combine two prayers when there is unusual hardship, such as heavy rain or severe cold accompanied by wind, because the intention is to alleviate hardship for the Ummah. However, light rain, ordinary cold, and fog do not permit combining prayers, as there is no hardship involved in them.
