What are the characteristics of the poor people who deserve to be fed?

Both the فقير (needy) and the مسكين (destitute) are entitled to charity. A فقير is someone who has neither wealth nor earnings sufficient for his needs, whereas a مسكين has wealth or earnings, but they are not sufficient. The level of need may vary depending on the circumstances. A مسكين is someone who has some wealth but also has dependents. The definition of sufficiency includes providing for the person and his dependents in matters of livelihood, and even marriage.
