What is the explanation of the noble Hadith: “The one who goes around begging people, whom a morsel or two, or a date or two, turns away, is not the needy one. But the needy one is he who does not find sufficient means to suffice him, and is not noticed so that charity may be given to him, and does not stand up and beg people”?

The Hadith indicates that the truly poor person (al-miskin al-kamil) is the one who practices self-restraint, who does not ask people for help, and whose condition is not noticed by others. He and his family suffer from hunger and severe poverty, yet it is widely assumed that he is wealthy and has ample provision. This is the truly poor person. "A bite or two, a date or two turns him away" means that people give him very little. "He finds no wealth that suffices him" means he does not find enough money to make him self-sufficient and independent of asking people. "Nor is he noticed so that charity might be given to him" means that people are unaware of his condition, his poverty, and his need, because he has not asked them. This person is most deserving of charity and benevolence.
