What is the ruling on someone who suffers from intermittent urine leakage after urinating, and this continues for a period that may reach half an hour or more? And if he wakes up a short time before sunrise, which is not enough to wait for the urine to stop, is it permissible for him to perform ablution and pray immediately, or must he wait?

If time is short and you know that waiting for the urine to stop will cause the prayer to go out of its prescribed time, then do not wait for it. Rather, perform istinja’ (ritual cleaning after urinating or defecating), make wudu (ablution), and pray. This is because preserving the prayer’s time is more important than preserving purity from najasah (impurities). Performing the prayer on time with impurity is obligatory and takes precedence over making it up later in a state of purity.
