As for the verse, "It is not for the polytheists to maintain the mosques of Allah" (Quran 9:17), the intent is to prevent polytheists from maintaining mosques, both physically and spiritually, because the maintenance of mosques (through construction or remembrance and worship) is the prerogative of the people of faith. What disbelievers do in terms of building does not benefit them in the sight of Allah; rather, their deeds are invalid, and their destiny is the Fire. Thus, the verse is a statement that carries the meaning of a command to believers to maintain the houses of Allah and a prohibition against enabling polytheists to do so.
